Manual Action Penalty

A manual action penalty is a punitive action taken by a human reviewer at Google against a website for violating the search engine's webmaster quality guidelines. The penalty can range from a drop in the website's rank to being removed from the search engine's index and no longer appearing in search results.
The Manual Actions page in Google's Search Console lists any manual actions that have been taken against a website.
