The Alexa website ranks top-level domains by the amount of traffic they receive (unique visitors and pageviews). The rank is based on data they receive from users of their toolbar and other sources that they don't identify. The website with the most page views and unique users is ranked number 1 on Alexa, with less-trafficked sites having a higher rank number.
